Under Law No. 18-04 (art. 13), Algeria's Autorité de Régulation de la Poste et des Communications Électroniques (ARPCE) establishes the National Numbering Plan and allocates numbers, including dedicated ranges for value-added and premium-rate services. The plan defines distinct number spaces by tariff "to enable users to understand how tariffs work": value-added voice short codes (3ABP) and SMS short codes (6ABPQ) sit in graduated price bands, and the 080x long-number ranges carry published per-call tariff ceilings (e.g. value-added service ≤ 5, ≤ 20, ≤ 50 DZD, up to ≤ 120 DZD, plus freephone 0800). Value-added voice (Audiotex) is offered under the general authorisation regime per Executive Decree No. 22-39 and the 27 July 2022 standard terms of reference, and numbering-resource holders pay annual fees set by ARPCE.
