Regulation note

In Angola, electronic communications and numbering are regulated by INACOM (Instituto Angolano das Comunicações). Its National Numbering Plan (Decreto Presidencial 181/19, published in the Diário da República) defines value-added / surcharged services (Serviços de Valor Acrescentado), which "imply charging an amount additional to the access operator's tariff," and assigns them dedicated non-geographic ranges — 4XXXXX for SMS-based value-added and 6XXXXXXXX for IVR / voice-portal calls — alongside freephone (800), shared-cost (805) and international "país directo" (808) ranges. INACOM centrally manages these E.164 addresses and requires each value-added provider to hold a Certificate of SVA Address Registration, with the regulator empowered to set complementary rules.
