Telecommunications in Bangladesh are regulated by the Bangladesh Telecommunication Regulatory Commission (BTRC), which licenses "Telecommunication Value Added Services" as a distinct service category and publishes a guideline for it. Under the Bangladesh Telecommunication Act 2001, a "value added telecommunication service" falls within the definition of telecommunication service, and section 48 requires an operator to submit a tariff stating the maximum and minimum charges that may be realized for a service and forbids realizing any charges until BTRC approves that tariff. Section 49 requires every approved tariff to be "fair and reasonable" with no undue preference or discrimination, and section 50 prohibits discriminatory charges.
