Regulation note

In Belarus the Ministry of Communications and Informatization sets requirements for numbering and for the provision of telecommunications services and regulates operators; the national numbering plan and numbering-resource allocation are fixed by Council of Ministers resolutions. Under the Rules on Provision of Telecommunications Services (current framework approved by Resolution No. 645 of 26 September 2022, in force from 30 March 2023, as amended), paid information services of a reference and/or entertainment nature (subscriptions) require the subscriber's explicit consent, which the operator must obtain through defined methods such as a marking in the subscriber's personal account or a manually entered USSD request or SMS, expressly to protect subscribers from unintended or automatically generated paid subscriptions. Tariffs for telecommunications services on the regulated list are overseen by the Ministry of Antimonopoly Regulation and Trade, while operators otherwise set their own tariffs.
