ANATEL, Brazil's telecommunications regulator, administers the non-geographic numbering codes used for premium-rate and value-added telephone services — 0300 (shared cost between the calling consumer and the 0300 subscriber), 0500 (donation calls, paid by the caller), 0800 (toll-free, paid by the receiving subscriber), and 0900 (value-added services, paid by the consumer, currently suspended and in Technical Reserve). Each code is governed by specific ANATEL Resolutions (e.g., Resolução nº 388/2004 for 0300, Resolução nº 538/2010 for 0500), and ANATEL states that the 0300 subscriber is responsible for broad disclosure of the prices charged, with operators also disclosing the net per-minute value in their tariff information service. The 'Serviço de Valor Adicionado' is defined as activities adding new utilities to a supporting telecommunications service, accessed via the 0900 code.
