Regulation note

Under Cameroon's Law No. 2010/013 of 21 December 2010 governing electronic communications, the Agence de Régulation des Télécommunications (ART) defines "value-added services" and requires their public provision to be subject to prior declaration, while ART itself establishes and manages the national numbering and addressing plan and assigns numbers and number blocks to operators under objective, transparent and non-discriminatory conditions tied to the type of service each resource is reserved for (Articles 49-50). ART's mandate includes defining the principles governing the tariffs of services and guaranteeing consumer protection; the law's consumer-protection chapter (Articles 51-54) gives users a right to adequate information on the conditions of service provision, tariffs and other related charges, and obliges operators to inform consumers about service quality, tariffs and communication costs. The law does not itself publish premium-rate price caps or dedicated surcharged-number ranges, which would be set by separate ART regulatory texts.
