In Chile, telecommunications numbering and tariffs are governed by the Ley General de Telecomunicaciones N° 18.168 and administered by SUBTEL (Subsecretaría de Telecomunicaciones), under the Ministerio de Transportes y Telecomunicaciones. SUBTEL's Plan Técnico Fundamental de Numeración assigns numbering for "servicios complementarios" (value-added services supplied by third parties over the public network) and requires these services to be provided under principles of non-discrimination, efficiency, and transparency for users, while preserving the user's consumer rights under the Reglamento del Servicio Público Telefónico (Decreto Supremo N° 425/1996). SUBTEL also regulates special commercial-call prefixes for clarity and consumer protection — by resolution, the 600 prefix is reserved only for requested informative/support calls linked to an already contracted service (sales and promotions on 600 are prohibited), 809 is for unsolicited mass commercial communications, and a new 702 prefix identifies calls from State institutions.
