Regulation note

China's Ministry of Industry and Information Technology (MIIT) licenses and supervises value-added telecommunications and information services, including paid messaging, under the Telecommunications Regulation of the PRC; telecom tariffs are set under market-adjusted pricing per a joint MIIT/NDRC announcement. MIIT's Provisions on the Administration of Short Message Services require that, where an SMS-type service is charged to the user, the provider must ensure billing complies with law and telecom standards and must inform the user in advance of the service content, fee standard, and charging method.
