In Colombia, premium-rate telephony is regulated by the Comisión de Regulación de Comunicaciones (CRC). Its consolidated Resolución CRC 5050 de 2016 defines "tarifa con prima" (premium-rate) numbering and premium-rate content/application services as those where the user pays a surcharge added to the telecom tariff, accessed through 90-XXXXXXXX numbers or short codes. The regulation requires that premium-rate charges be billed separately/separable from the main service, prohibits charging for content not actually provided or not consented to, and obliges the bill to itemize the service, date, time, the premium-rate provider's name, the number used, duration and amount; it also requires telephony providers to block premium-rate numbers free of charge upon user request (and by default on official-entity lines).
