In Cuba, the Ministerio de Comunicaciones (MINCOM) is the sector regulator that plans, allocates and controls telephone numbering under Decreto-Ley 35 of 2021. Its National Numbering Plan (Resolución 18/2024, published in the Gaceta Oficial No. 87 of 12 September 2024) reserves the leading digit "8" for special-tariff services (servicios de tarifas especiales) and assigns explicit ranges, including 807 for surcharged-call services (servicios de llamadas con recargo), 805 for mass-calling, 808 for shared-cost, and 800 for reverse-charge. The Plan defines these number ranges and requires the operator (ETECSA) to give the public clear advance information about numbering changes, but it does not itself publish premium-rate price caps.
