In France, value-added service numbers (services à valeur ajoutée, SVA — the 'numéros surtaxés' such as 08 and certain short numbers) are allocated and regulated by ARCEP. Under the tariff framework in force since 1 October 2015, a call must clearly separate the communication charge from the service charge, and pricing must be displayed transparently — including standardised colour signage (green for free, grey for normal-rate, violet for premium-rate numbers) and clear identification of premium-rate charges on operator invoices. ARCEP also documents that schemes designed to artificially induce calls or texts to premium-rate numbers — such as voice spam, 'ping calls' and messages inciting a callback to a surtaxé number — are fraudulent practices.
