In Germany the Bundesnetzagentur allocates premium-rate and value-added numbers (such as the 0900 range) and enforces price-transparency rules: prices must be stated clearly and in direct connection with the number, and on voice calls a free price announcement must be given before charging begins. Statutory caps apply — a maximum of €3 per minute for time-based premium calls and a maximum of €30 per connection for time-independent services. Number misuse is not permitted; under §§ 120 and 123 of the Telekommunikationsgesetz (TKG) the Bundesnetzagentur can take measures including ordering the disconnection of an unlawfully used number.
