In Indonesia, premium-rate / value-added content services on mobile and fixed-wireless networks are governed by the Ministry of Communication and Digital (Komdigi, formerly Kominfo) together with the Indonesian Telecommunications Regulatory Body (BRTI), principally under Peraturan Menteri Kominfo No. 21 Tahun 2013, which replaced the earlier 2009 premium-message regulation. Providers must be licensed and are evaluated by BRTI; premium services use short access numbers allocated by the Director General (non-transferable, and forfeited after three consecutive months unused). The regulation distinguishes a "Tarif Premium" from the normal SMS tariff and mandates explicit opt-in subscription consent, a working unsubscribe/deactivation mechanism, and consumer protection against fraud, unsolicited offers and bill-shock.
