Iraq's telecommunications sector, including consumer pricing, is regulated by the Communications and Media Commission (CMC) under Order No. 65 of 2004. The CMC's Consumer Protection Policy for Telecommunications Services (June 2022) requires service providers to disclose pricing structures, terms and prices before a consumer subscribes or incurs any charge, to give prior notice of any tariff change with a no-penalty right to cancel, to publish price increases, and to issue itemized bills showing the amount due per service and how each tariff is calculated. The CMC's Regulation on Consumer Protection further defines complaint categories covering unjustified or unclear balance deductions and inflated call costs, as well as promotional and deceptive (fraudulent) messaging; the CMC does not publish a separate premium-rate or surcharged-number framework.
