AGCOM is responsible for defining and supervising Italy's national numbering plan (Piano di numerazione) for electronic communications, including the numbering ranges associated with premium-rate services (servizi a sovrapprezzo), and the plan is organised so that users can recognise in advance, from the number itself, the type of service they are accessing. For premium-rate numbering, decade 8 covers 'called-party-pays, split-cost and premium-rate services' and decade 4 covers internal-network and SMS/MMS/data services. To protect consumers, AGCOM states it has set maximum per-minute or flat-rate price ceilings (tetti massimi dei prezzi) in the numbering plan for the various premium-rate numberings.
