The Ministry of Internal Affairs and Communications (MIC) administers Japan's Telecommunications Numbering Plan and assigns the 0990 prefix to "information-provision fee" (premium-rate) services, distinct from toll-free 0120/0800 and the 0570 navi-dial range. Under the Telecommunications Business Act (Act No. 86 of 1984), carriers must establish tariffs that "properly and explicitly specify methods to calculate charges," and the Minister may order changes to tariffs that are improper or that "impair the interests of users."
