Under Kazakhstan's Law "On Communications" (No. 567 of 5 July 2004), the authorized state body (the Telecommunications Committee under the digital-development ministry) implements state policy, control and regulation in communications, including the allocation and use of national numbering resources. The official Rules for the Provision of Communication Services (Order No. 171 of 24 February 2015) prohibit operators from imposing other paid services on a subscriber when providing telephone service and entitle subscribers to recalculation or refund for additional paid services rendered without their consent, with service descriptions required to distinguish paid from free services. The Rules for the Provision of Cellular Services likewise treat additional services as discretionary, requiring the subscriber's application or consent, while the operator sets the tariff-unit cost and accounting and payment procedure.
