The Liberia Telecommunications Authority (LTA), established under the Telecommunications Act 2007, allocates and manages all national numbering resources, including premium-rate numbers, which its National Numbering Plan (December 2023) defines as numbers charged at a higher rate than a standard call, with the cost paid by the caller. The Plan reserves Service Code "3" for Premium Rate Services and assigns the four-digit short-code range 1000–1999 to Premium Numbers, classifying them as Special Numbering Resources alongside toll-free, short-code, and machine-to-machine numbers. The LTA states it alone allocates and assigns these numbers on a fair, non-discriminatory basis under the Numbering Regulation.
