In Malaysia, premium/value-added telephony falls under the Malaysian Communications and Multimedia Commission (MCMC), which defines "Mobile Content Services" as messaging services for which charges may be imposed over and above the standard network charges, delivered via short codes (the 3-Series is designated for premium services). MCMC states it does not regulate the price of mobile content in order to promote competition, instead citing an informational range of about RM0.30 to RM10.00, but it does enforce consumer-protection mandatory standards — including STOP/BATAL opt-out for subscriptions and suspension of non-compliant short codes. MCMC notes that breaching the mandatory standards under section 105(3) of the Communications and Multimedia Act 1998 is an offence carrying a fine not exceeding RM100,000 or imprisonment not exceeding 2 years, or both.
