In Mexico the telecommunications regulator is the Instituto Federal de Telecomunicaciones (IFT), which issues the Plan Técnico Fundamental de Numeración governing the national numbering plan, including non-geographic ranges: 900 numbers are defined as non-geographic numbers carrying a surcharge for the service provided ("con sobre cuota por el servicio prestado"), while 800 numbers are reverse-charge (free to the caller). Calls to 900 numbers are billed according to the tariff established for the corresponding service, and concessionaires must register their tariffs in the IFT's public registry. The IFT also maintains a Carta de Derechos Mínimos de los Usuarios setting out users' minimum rights for telecommunications services.
