Morocco's telecommunications sector, including the national numbering plan, is regulated by the Agence Nationale de Réglementation des Télécommunications (ANRT), which assigns special numbers to operators. Per ANRT, premium-rate ("surtaxé") services provide access to value-added services or specific content beyond basic telephony and are subject to special pricing; they use either 10-digit numbers beginning with 08 or short numbers (currently 3 to 5 digits). Non-geographic ranges (prefix 8) cover three revenue models: freephone (called party pays), split charging (cost shared between caller and called), and shared revenue (income split between the service provider and the operator).
