In Nigeria, value added services (VAS) — expressly including premium-rated services — are regulated by the Nigerian Communications Commission (NCC) under the Nigerian Communications Act 2003 and require an NCC licence, with short codes and special numbering allocated only as approved by the Commission. Providers must clearly inform customers of the nature, price and terms of a service at the point of sale and in advertising; a service may not be advertised as 'free' if a premium charge applies, and hidden charges are prohibited.
