Regulation note

Nkom is the executive supervisory and administrative authority for electronic communications in Norway and administers the national numbering plan, assigning numbering resources to telecom providers on application; collectively-billed services (fellesfakturerte tjenester, formerly 'teletorg') are billed to the end user via the phone bill and use the 820 series for utility/advisory services and the 829 series for entertainment services, with content providers obtaining numbers through a telecom operator rather than directly from Nkom. Calls to 820/829 numbers are exempt from the 2019 rule that barred premium charging on most special numbers, and for these numbers consumers must still be given price information before the call begins, reflecting requirements in the electronic communications regulations developed in close cooperation with the Norwegian Consumer Authority (Forbrukertilsynet).
