The Pakistan Telecommunication Authority (PTA) regulates telecom tariffs and value-added/premium-rate services, including charging that exceeds normal tariffs. Under the Telecom Consumers Protection Regulations, 2009 (Clause 9(3)(vii)), operators must obtain a consumer's explicit prior consent before activating any Value Added Service, and PTA has directed mobile operators to confirm activation via OTP or a USSD code; activation without consent is treated as a regulatory violation.
