In Portugal, premium-rate and value-added telephone services (special-tariff numbering and audiotext/message-based services) are regulated by ANACOM under the Electronic Communications Law and applicable decree-law, which require providers to be registered and sets maximum retail prices for the special-tariff ranges — for example, flat-rate-per-call numbers 760, 761 and 762 are capped at EUR 0.60, EUR 1 and EUR 2 per call respectively, and per-minute caps apply to 707/708 universal-access and 809 shared-cost numbers. ANACOM also imposes consumer-protection and price-transparency obligations, including pre-contract price disclosure, itemised billing, default barring of certain value-added/erotic and subscription services unless the customer gives prior express authorisation, and a bar on suspending the basic telephone service over unpaid value-added charges.
