Regulation note

ANCOM, Romania's National Authority for Management and Regulation in Communications, regulates premium-rate ("Premium Rate" / value-added) numbering through the National Numbering Plan, which assigns these services to non-geographic numbers in the 09xx range (0900 and 0903 for information, entertainment, games and contests; 0906 for adult content) allocated to electronic-communications providers by service type. ANCOM states such numbers are billed at higher rates than regular calls or SMS, and that for voice calls a welcome message must indicate the costs before the content is delivered, while SMS services must include details on the charge, access and subscription. ANCOM also advises consumers to request an itemised bill, to avoid sending SMS codes they do not understand, and to follow unsubscribe instructions to cancel recurring services.
