Telephone numbering in Rwanda is administered by the Rwanda Utilities Regulatory Authority (RURA), which under its National Numbering Plan (June 2023) holds the proprietary right to allocate numbers and codes in conformity with ITU Recommendation E.164. The plan defines premium-rate access codes as numbers identifying "a service that is charged at a rate higher than the normal price," with revenue normally shared between the network provider and the service provider, and allocates these under the 090 prefix (e.g. 090078XXXX / 090079XXXX for MTN, 090072XXXX / 090073XXXX for Airtel).
