In Senegal, value-added services (Services à Valeur Ajoutée, SVA) — including surcharged premium SMS/MMS and voice numbers — are regulated by the Autorité de Régulation des Télécommunications et des Postes (ARTP) under the declaration regime of Law No. 2018-28 of 12 December 2018 (Electronic Communications Code, articles 65-66) and ARTP Decision No. 2022-010. ARTP allocates SVA short numbers whose structure encodes the consumer price band: 5-digit SMS/MMS numbers of the form 2T XXX and 6-digit voice numbers of the form 20T XXX, where the tier digit T maps to a fixed FCFA range (free, 1-100, 101-250, 251-500, or above 501 FCFA). Number holders must respect the tariff tier of their assigned number and must indicate by all possible means the tariff applied to consumers, alongside annual fees and an annual activity report to ARTP.
