ICASA, the statutory communications regulator, manages South Africa's national numbering resource and allocates numbers — including premium-rate numbers — to licensed Individual Electronic Communications Service (I-ECS) providers under the Numbering Plan Regulations made in terms of section 68 of the Electronic Communications Act, 2005. The regulations define a 'premium rate service' as one charged higher than the standard rate, and require that premium rate services be provided in conformance with ICASA's Code of Conduct for Premium Rated Services. That Code of Conduct imposes consumer-protection and pricing-transparency obligations — providers must clearly state the charge for each service and disclose prices in Rands (per second/minute) with no hidden costs — and references the Consumer Protection Act, 2008.
