Regulation note

Premium-rate telephone services (servicios de tarificación adicional, using numbering ranges such as 803 for adult services, 806 for leisure/entertainment, 807 for professional/information services and 905 for mass-call services) are governed by Spanish telecommunications law administered by the Secretaría de Estado de Telecomunicaciones/Ministry, with the CNMC overseeing the telecommunications sector and numbering administration. Spanish regulation (Orden PRE/361/2002) creates a Comisión de Supervisión de los Servicios de Tarificación Adicional and a binding Código de Conducta, and imposes consumer-protection and price-transparency duties — including the user's right to free disconnection from premium services, prohibition of service suspension while basic telephone charges are paid, mandatory publication of the maximum price per call/minute in advertising, and a pre-connection voice announcement of the maximum price. The numbering Order (IET/2733/2015) further requires direct dialing by the user and sets per-segment maximum prices and call-duration limits.
