In Turkey, value-added (premium-rate) electronic communication services are regulated by BTK, the country's electronic-communications authority, and are operated on the 888, 898 and 900 area codes. Under BTK's Procedures and Principles on the Protection of Consumer Rights in the Provision of Value-Added Electronic Communication Services (Board Decision 2016/DK-THD/496, in force 30 June 2017), operators must, before a service is purchased, give the subscriber complete, non-misleading information about the service terms and the charge (including taxes) and how it will be billed, and must take subscriber requests to enable or disable such services via call center or written application. If the operator cannot verifiably prove the required information and consent were given, no charge may be applied and any amount charged must be refunded.
