The Uganda Communications Commission (UCC) manages the National Numbering Plan, which designates short-code ranges for value-added and application/information service providers; assignees must register with and be authorised by UCC. Under UCC's Text and Multimedia Messaging Regulations, 2019, operators must convey pricing information clearly and accurately "with no hidden charges," may not encourage a subscriber to call or message a premium rate number without the subscriber's express consent, and must remind subscription customers of the tariff associated with the service and how to unsubscribe, alongside a clear opt-in/opt-out facility.
