Ukraine's electronic communications regulator, the NCEC, administers the country's numbering resources and the National Numbering Plan, allocating ranges to operators under permits and a defined fee schedule. In that published plan the "900" code is designated as the global electronic communications service "with revenue sharing" (the premium-rate / revenue-sharing category), while "800" is the called-party-pays (freephone) code and "808" is shared-cost. Use of these numbering resources is governed by NCEC's Regulation on the distribution, use and accounting of numbering resources, and the NCEC's mandate expressly includes protecting the rights of electronic communications consumers.
