Since 1 February 2025, the commencement date of the Regulation of Premium Rate Services Order 2024 (SI 2024/1046), premium rate services in the UK are regulated directly by Ofcom under an Order it made in exercise of powers conferred by sections 122(1) to (4) and 403(7) of the Communications Act 2003 — the framework that replaced the earlier Phone-paid Services Authority code-based regime. The Order requires PRS providers to register with Ofcom before carrying out a regulated activity (Article 10) and prohibits dealing with unregistered providers, with mandatory due-diligence and risk-assessment duties (Articles 15–17). It also imposes consumer-protection rules covering misleading information, marketing to children, pricing restrictions and age verification for controlled PRS (Articles 22, 23, 46–48).
