CONATEL (Comisión Nacional de Telecomunicaciones) administers, controls and regulates Venezuela's numbering resource and the National Numbering Plan under Article 111 of the Ley Orgánica de Telecomunicaciones. Its published Plan Nacional de Numeración (Resolución N° 25 of 2001 as partially reformed by Resolución N° 220 of 2003) defines surcharged "non-geographic" number codes — including 900 (premium/audiotext, televoting and information services billed at a per-minute surcharge), 901 (adult-content premium), 904 (surcharged internet access), plus 600 reverse-charge and 800 universal-access numbers. Operators must request or notify CONATEL to obtain these codes, and CONATEL assigns them, may define new non-geographic/special-service codes, and monitors their use.
