Regulation note

In Vietnam, telecommunications including value-added telecommunications services and the management of telecommunications number resources are regulated by the Authority of Telecommunications (VNTA), a body operating under the ministry responsible for telecommunications (formerly the Ministry of Information and Communications, now the Ministry of Science and Technology). The Law on Telecommunications No. 24/2023/QH15 defines telecommunications numbers as a State-managed national resource that is uniformly planned and allocated, and treats value-added services as a regulated category. The same Law requires providers to charge service prices accurately and per contract, mandates transparency of price information, and gives users the right to be informed of service terms, to be charged the contracted price, and to complain about and obtain refunds for billing or quality faults.
