Zambia's ICT sector, including numbering and the pricing of electronic communications services, is regulated by ZICTA under the Information and Communication Technologies Act No. 15 of 2009. Under section 47, licensees must set tariffs that are transparent, non-discriminatory and cost-based, submit them to ZICTA for prior approval, publish approved tariffs in at least two national newspapers before they take effect, and provide detailed billing so consumers can verify charges; ZICTA keeps a public register of approved tariffs. Section 55 provides for a national numbering plan administered by ZICTA covering the allocation of number ranges, codes and blocks (including short codes, licensed via ZICTA's online system), number-allocation fees and consumer-protection obligations relating to numbers; the law contains no separate "premium-rate" or "value-added" numbering category.
